Default larvae

how do you call this little larva of the Sarcophagidae - flesh flies?

we use on big quantity as bait and pasture in Italian sea (about 2
pounds a time for 6/7$).
I found wax worm here in USA but they are big and expensive to throw in
big quantity.
is it common and allowed?
