As far as I'm aware it's a universal ban where migratory fish and brown trout are concerned, but Sunday fishing for other species is subject to individual fishery rules. There are places where you would be lifted for fishing for brown trout on a Sunday. It's like asking "What time are the shops open in England?" Scotland is a big place with varying attitudes throughout the country.
